To control a fire, any of the factors need to be controlled. P.I.E. and Powkler can put out a fire by controlling all three factors at the same time

Smothering: injecting extinguishing agent and generating significant impact force – deprive oxygen supply from center of burning point

Cooling: extinguishing agent rapidly diffused onto surface & surrounding of the combustibles – establish a negative heat balance and reduces temperature to below its ignition temperature
